Package forwarders and purchasing agents

When we receive your item list, we first mark the items excluded from list clearance and the goods subject to requirements. Goods that are not eligible for list clearance are cleared through an import declaration.

When to contact us

  • When goods eligible for list clearance are mixed in one shipment with excluded goods such as food
  • When goods that are not eligible for list clearance need to be cleared through an import declaration
  • When you need to prepare Personal Customs Clearance Code (PCCC) verification and submission of a one-time authentication number for each order
  • When you need to apply for or renew e-commerce operator registration

If goods eligible for list clearance are mixed in one shipment with excluded goods, the entire shipment is excluded from list clearance. The Notice on Special Customs Clearance for E-commerce Goods, in force since August 24, 2026, requires the Personal Customs Clearance Code to be verified for each order and a one-time authentication number to be submitted with it.

Frequently asked questions

What goods are eligible for list clearance? Express shipments of USD 150 or less (USD 200 from the United States) that are goods for personal use or duty-exempt commercial samples. Up to USD 2,000 a simplified declaration is filed, and above that a general import declaration, and goods listed in the annex to the notice, such as medicines and food products, are excluded from list clearance.

How is the one-time authentication number used? When the e-commerce operator requests verification of the importer's Personal Customs Clearance Code (PCCC), name, contact number and address in the Korea Customs Service system for each order, the importer receives an authentication number if they match. The operator passes this number and the code to the express carrier or customs broker, and if they do not match, the declaration cannot be lodged.

Is e-commerce operator registration mandatory? Article 254 of the Customs Act requires mail-order businesses, mail-order brokers and package forwarders to register in order to have simplified clearance applied. The registration is valid for 3 years.
